John A. Lambeth, President   Email

Mr. Lambeth specializes in the creation and operation of business improvement districts.  A special district attorney, he was a primary author of the "Property and Business Improvement District Law of 1994."  He has been involved in all aspects of BID formation and modification, including outreach to owners, plan development, and petition/ballot campaigns.  more >

Lorena Parker, Project Manager   Email

Mrs. Parker has actively worked with BIDs in the Los Angeles area for over ten years.  From 2006 to 2008 she served as the Chairperson of the Los Angeles Business Improvement District Consortium.  Mrs. Parker holds a BS in Business Administration, Marketing from California State University, Northridge. 

Melanee Cardoza, Paralegal  Email

Ms. Cardoza has spent several years managing the operations of special districts in California, specializing in legal document preparation.  She is President of the Sacramento Valley Paralegal Association.  She earned a BA in History at California State University, Sacramento and graduated with honors. 

Mika Toyooka, Administrative Assistant Email

Ms. Toyooka worked for a sales and marketing firm in San Diego for four years.  After returning to Sacramento she clerked at the Law Offices of Robert Masuda before coming to Civitas.  She was born in San Francisco, California and graduated from University of California, San Diego with a BA in Media.
