A special district attorney, he was a primary author of the "Property and Business Improvement District Law of 1994." Mrs. Parker has actively worked with BIDs in the Los Angeles area for over ten years. From 2006 to 2008 she served as the Chairperson of the Los Angeles Business Improvement District Consortium. Mrs. Parker holds a BS in Business Administration, Marketing from California State University, Northridge.
