Tourism Business
Improvement Districts

Tourism Business Improvement Districts go by many names - tourism improvement district, tourism marketing district, even hotel improvement district.  But no matter what you call it, a tourism business improvement district (TBID) is a powerful funding tool that helps hotels and other lodging businesses increase occupancy rates and revenues.  TBIDs have become an increasingly popular - and important - method of providing stable funding for destination marketing and promotion, tied directly to the lodging industry.

Tourism Marketing District is a popular name that reflects the major activity of TBIDs - marketing.  TBIDs can also provide funding for destination promotion efforts, sales lead generation, special event promotion, and other activities that directly benefit lodging businesses in the district.  In many destinations, TBID funding supplements local government marketing funds, and is managed by the CVB.  In other destinations, hoteliers have chosen to form a new nonprofit corporation to manage funding for marketing and promotion efforts.

Civitas Advisors is the industry leader in TBID formation.  TBIDs can be formed in California, Washington, and Montana, but the vast majority of existing TBIDs are in California.  Our founder and president, Attorney John Lambeth, was the primary author of California's latest law allowing TBID formation.  Civitas has worked with 42 of California's 59 tourism improvement districts, and specializes in all aspects of the formation and renewal processes.  Civitas' unrivaled TBID client list includes:
